Organization

The Yuanshan Branch of the Taipei Veterans General Hospital's Clinic Building PictureOur hospital has 1 superintendent, 1 vice superintendent and beneath them we have established 8 departments: Medicine, Surgery, Obstetrics and Gynecology, Pediatrics, Psychiatry, Dentistry, Nursing and Pharmacy; as well as 6 offices: Medical Administration Office, Counseling and Social Worker Office, Secretariat, Personnel Office, Accounting Office, Civil Service Ethics Office and Nutrition and Food Service Office.

Personnel Quality

The staff of the hospital is hired in accordance with the authorized complement and appointment qualification prescribed in the regulations of the organization. To meet the hospital's manpower demands, we also employ contract-based outstanding medical professionals. These people are required to live up their contracts and be responsible in making sure their specific duty is fulfilled. Doctors, pharmacists, nurses and other technical staff from our hospital are mainly recruited from other hospitals or medical centers. Besides being specialists, a large part of the employees are qualified to give lectures or are pursuing graduate school education. We believe that education and experience allows them to offer the best service for their patients.

Bed Setup and Service Divisions

  1. Currently 555 NHI beds are available (including 132 general acute beds, 60 psychiatric acute beds, 88 general chronic beds, 297 psychiatric chronic beds and 38 specialized beds).
  2. Service divisions: Medicine, Surgery, Pediatrics, Obstetrics and Gynecology, Psychiatry, Rehabilitation, Neurology, Family Medicine, Radiology, Orthopedics, Anesthesiology, Dentistry, Traditional Chinese Medicine and Integrated Geriatrics Clinic.

Service Orientation

  1. For over 40 years, our hospital had mainly accepted patients who had acute and chronic diseases because of the needs of affairs. Other than medical service, patients' health care and the after effects of death are in our service scope. Our general medical operation is similar to other public and private hospitals. We focus not only on the chronic patients' physical rehabilitation and paralyzed patients' limb function rehabilitation, but also the health care and psychological adjustment.
  2. Our hospital is about 20 kilometers away from downtown Yilan, so it is inconvenient to commute back and forth. Although we send special shuttle buses to all military communities to pick up veterans and their dependants, they still are unable to save critical situations. On November 13th 2002, to provide "Nearby Medical Services," we rebuilt an affiliated clinic on Linsen Rd, Yilan City where we placed doctors from our hospital. Besides increasing the amount of medical instruments, we also rearranged medical resources to make it convenient for citizens to visit doctors. This allows the doctors to fulfill the government mandated policy of taking care of the public.
  3. It's vital to give discounts to disadvantaged groups and not charge a registration fee when coming to this hospital. This applies to the taking care of veterans (and their dependants), military personnel (and their dependants), handicapped, low- income households (people who have testimonials), catastrophic illness, welfare insurance and senior citizens aged at or over 65 years old. We are approximately $800,000 short every year, but it is important to apply the government's caring policy when taking care of disadvantaged groups.
  4. To provide medical service for the needs of the public, our hospital sends shuttle buses at fixed times and places, free to the public everyday. The buses run 7 times daily and go from the Yuanshan main campus to the affiliated clinic. It has been a long-established tradition since it was brought into practice.
  5. After implementing the National Health Insurance, they instituted a team in charge of discharged patient service in order to strengthen the taking care of patients and the maintaining of services after seeing doctors. To increase medical service quality, they provide health service to communities, keep track of patients that leave the hospital, make patient satisfaction surveys, find patient grievance channels and suggest patients continue to diagnose or relocate to get treatment.
We now continue to employ doctors and specialists who have complete training in Taipei Veterans General Hospital, to visit neighboring hospitals to serve local patients. In addition, We ask that the National Yang-Ming University Hospital and Taipei Veterans General Hospital Su-Ao Branch support special outpatient services.

Direction for The Future

  1. ve to transfer to the mian campus to do important tests and it is incon The affiliated clinic established on Taishan Rd., Yilan City is a small and narrow area that provides no parking. In recent years, the quantity of outpatient work has been increasing. The patients often complain that the location is too small. They ha venient to see doctors. The building is a rental and unable to expand, so they designated land next to the Forestry Conservation and Management Administration to build a new clinic building. The new building broke ground and began construction in August 2001 and started seeing patients on November 13th, 2002. The new clinic provides the best medical service quality and have the most spacious, comfortable environment in Lanyang area.
  2. Ten percent of the population in Yilan is elder people so this hospital will focus on geriatrics in the future. Besides the diabetes care network we have now, we added an Integrated Geriatrics Clinic in March 2009. We have a complete professional team that are expected to provide patients with seamless, whole and efficient medical service.
  3. The "Intermediate Care" ward was established in March 2009. Its purpose is to make up the gap in the present care system after elders are hospitalized because of illness. They proceed with care trying to rehabilitate the elders whose acute disease condition is stable but physical function is still weak. After providing complete and continuous team care, they hope to shorten the length of stay in acute wards, reduce the rate of recent rehospitalizing, complications incidence and medical expense to the goal of increasing elders' life quality.
  4. We have 297 psychiatric beds with an occupancy rate over 95 percent, and we have accepted the most psychotics in Yilan County. Besides the acute and chronic bed care, we will develop a day care, industrial treatment and a handicapped welfare service institution (social- ware bed) in the future. We will combine the medical and social affairs to become the leading hospital of psychiatry in Yilan.
We strive to build a healthy leisure agricultural region with an emergency medical network while provided the public complete medical service.

Our overall development goal is to strengthen our group of doctors, increase medical standards, refine medical equipment and improve service quality. We continue the concept of making profits from people and giving benefits back to people, making the hospital modern, park-like, and community-like. While implementing National Health Insurance, this hospital can evolve into a new and sturdy look in the Lanyang area.
